Computer stuck on startup and installation

So I was having problems with windows 8 using 100% disk usage and having it freeze and not respond do I decided to downgrade to 7 since it seemed not a lot of people had the same problem so I did this and it seemed to work until I saw the problem reoccur downloading csgo so now I boot up to the windows logo and it freezes I try re running setup and it gets stuck on setup is restarting can anyone provide help? Thanks.

Have you looked at the programs you are loading and whether they have a lot of data that is filling up you OS drive?

I had this problem with a Plex Server where the OS drive was only 120GB and the metadata for the Plex files was 70GB in size. It filled up the OS drive and locked up the server until I searched and found where those files were (Win 7 had them hidden). I had to delete those files and put them on a separate drive to free up the OS drive.

I have a HP sleekbook 15 with 500gb hard drive the only things I downloaded were drives steam and inside steam I downloaded csgo space shouldn't be the problem and either way the problem rn is that I can't boot up

Did you reformat the hard drive before you did a fresh Windows 7 install? You might have a lot of corrupted files which are preventing Windows 7 from booting up.

Look over the steps for doing a perfect Clean Reinstall Windows 7 to compare to the install you did.

If a perfect install still has this problem then trace the rogue processes using Troubleshooting Steps for Windows 7

Yep I did all steps except for backup since I don't have any important files I'm still getting the setup is starting please wait on installation and freezing on starting windows

Where did you get the installation media? How is disk burned or stick written? Check the HASH on the ISO file from Step 1 of Clean Reinstall Windows 7 or try a new ISO with tools provided.

I don't think its the I so because it worked the first time and it only doesnt work along with starting anything else I don't think the iso is the problem if it is do you have a trusted iso torrent or download since it was removed from digitalriver

Thanks for the feedback but I'm 99.9% sure that the iso I used isn't the problem I just tried again with a different one and same problem if it was the I do then it would only freeze during installation but it freezes on normal startup I need a solution just so I can boot into windows it doesn't let me boot into anything

How do I get the safe mode with networking option on this HP sleekbook 15 I only have the option to hit escape and that gets me to system info diagnostics boot device bios and system recovery I can't find safe mode

Safe Mode is normally triggered by F8 as it says in it's link in blue. But it doesn't always run and can be fussy to trigger.

Since you have HP Diagnostics on ESC menu, run those fully to test the hardware which will get that out of the way.

If you can't get into Safe Mode then use the other repair methods given in Troubleshooting Windows 7 Failure to Start, which if you can't get an F8 menu would need to be done from the Win7 installation disk or System Repair Disk.
