Computer Uses 100% CPU and Only 23% of Memory

Hello all, I have a Acer Aspire 5253 laptop which came with a 1 GHz AMD C-50 dual core processor with 2 GB of RAM and a 64 bit OS. It was using 100% CPU and 90%- 100% memory, so I removed the 2 GB of RAM and installed (2) 4GB RAM. Thing is it will still using 100% of the CPU and now only 23% of the memory. Is there something wrong here? 1-2 apps running (this number includes the anti-virus program) and one loading can stall or freeze the computer. Why so little memory usage? why doesn't the CPU allocate more memory to help itself with the load? :confused:

open the task manager cntl+alt+del
and find out what application is eating all the cpu time.
It shouldn't be running at 100% all the time, even if you have a slow processor.
Usually I blame antiviruses first in stuff like this.

It's not 100% usage 24/7, but stuff like running Chrome and starting up iTunes or Office can stall the computer and/or the program loading. With the web browser and Task manager running and anti-virus programs running (7% CPU usage), opening performance monitor brings it up to 100% CPU usage and 26% memory usage or a little over 2 GB of memory. Any program that loads uses 100% CPU and may use it for quite some time after its opened.

Win7 should not hang even in a situation where you update the RAM get considerably beyond the CPU specs.

Is this a factory preinstall which you haven't yet Clean up factory bloatware or better yet gotten the much superior http://www.sevenforums.com/tutorials/31402-clean-install-upgrade-windows-7-version.htmlClean Reinstall Windows 7 Factory OEM?

These steps can make a huge difference since the typical bloated factory preinstall is corruption in itself of Win7. I would at the minimum get a Clean Boot right away and run free lean Microsoft Security Essentials which provides adequate protection without the bloat you pay for in AV 's.
 
When it comes to bloatware, I removed them already, Norton was the hardest to get rid of with all of the stuff not uninstalled when you do a uninstall. Did a search on my hard drive and found stuff in odd places.
