Computer will not recognize 3TB seagate backup plus

This is a new laptop I just got setup. The hard drive in question works on other computers. It does not show up in device manager nor disk management. I have another external hard drive that works fine.

Ideas on fixes?

You can try another port, try USB 2 and 3. Any issues in Device Manager, any unrecognized devices?
