Constant downloading

I have a Dell computer with Windows 7. I use Verizon broadband internet. Several weeks ago my modem began showing a continuous download which ranges from 200 kbs to 1,200 kbs. This starts about 30 seconds after the modem connects. This download never stops but after an hour or so will sort of level out at about 200-300 kbs with occasional big spikes. About this same time I began experiencing problems with adobe flash. Needless to say this slows my valid downloads plus runs up my Verizon bill. I have uninstalled everything I could to include Norton360 and Flash. Norton was reinstalled after no effect. There is no problem with modem since it works fine on laptop.
Finally, out of desperation, I went to msconfig and observed what services were running before the modem connected, then what services after connection. The only difference was "com+ event system". I disabled this system, rebooted and everything is working properly except flash which will not play though reinstalled. The modem will go dormant after a few seconds and stay that way until activity on my part.
My question: Why do I need the com+ event system and is there anyway to repair the problem? Restore is not an option since the oldest restore point is well after the problem began. One available restore point was before the problem but the computer would not utilize this point.

Thanks for the response. Is there any way to find out what operations depend on the Com+ event system. So far it seems that flash is connected in some way and also Windows update will not work unless I temporarily enable the Com+ event.
