Control panel links do not work. and other problems.

First of all sorry if there is another post that solves this I couldn't seem to locate it.
So, my problem is I can't access certain links in control panel such as add or delete programs and add or delete user accounts. Also when I right click my desktop and select personalize I get the sever execution error. I've tried some other forum but they haven't really helped and they take forever to get back to me sometimes. thank in advance for your help.

I, too, am having the same problem. I also think it is related to Windows Explorer as well, as I have trouble with certain web links. For example, while searching for solutions to my issue with the links not working in Control Panel, I came across this current forum. When I clicked on the link above this posting titled "Administrative Tools - Restore Shortcuts" in Windows Explorer, I was slowly redirected to this exact same page. So I downloaded Chrome and tried again - this time the link took me exactly where it should have taken me when I was in Explorer. So that's my issue with IE. But what I'm really trying to do is create another user account on this computer and the sub-links within CP do not work. When I click on them, I get a blue spinning circle for a brief moment and then nothing. I can go to the major Category, but none of the sub-categories work. I've also thought about just restoring this computer to an early stage and that itself is also a sub-category and so I can't even do that! Any help is appreciated!

I have also tried the Scannow command...it came back with no errors or issues. Any other ideas?

I'm not sure why both you and Stevieray suggest this...I've read the forum about Administrave Tools - Restoring Shortcuts and all it talks about is how to restore the Administrative Tools option in Control Panel. I have Administrative Tools already. I've browsed through it and can't find anything about restoring shortcuts or links in control panel. Or anything about why IE's links don't work correctly. What am I missing?

I believe I was able to fix this on my own. Although the links on CP were not working, I managed to find a way to get to the restore options and restored this computer to an earlier stage. So far, all links in IE and CP are working as they should.

I had the same problem and finally I found out that it was caused by me using Q-Dir instead of Windows Explorer (applies to anyone using any file manager other than Windows Explorer). When I clicked on a link in the Control Panel, the computer tried to open it in Q-Dir which failed unless the link lead to an explorer style location such as Administrative Tools.
I solved the issue by unticking "Q-Dir as default browser for everything" in Q-Dir preferences, I suppose it will be very similar with other file managers.

Otherwise even before solving the problem I could open the first link from the control panel by clicking on in with RMB and then selecting "Open in new window". However any subsequent links failed again.
