Control Panel/Users CAN NOT do anything there

I have the built-in admin account active, and my account (administrator) BUT when I go to add a user or manage a user etc - everything BUT change UAC (off) nothing happens.
I've booted into safe mode thing.

I really can't rebuild this - it's an old ASUS Netbook and the initial setup was a bear.

Ideas?

I've searched through here AND everywhere but no "problem" was as extensive as this.

TIA. if I've left some vital info out, lemme know.

Ask away - better safe than ... - but yes it is enabled.

What happens when you apply the UAC to its default setting?

The same - nothing.

Are you able to work with everything else but create or manage user accounts?

This sounds like a permissions problem which isn't my expertise. I'm going to ask for more help.

Can you run a : SFC /SCANNOW Command - System File Checker

All though the Thread Starter has said it's an old ASUS Notebook, would a Repair Install work. Repair Installs are run from within Windows. Of course you would have to use the same version of Windows that is currently installed, for the Repair Install.

Hmm yes I was going to suggest what Anak said too plus a chkdsk using the the /r switch in safe mode of course and I think Ranger has a good one to follow too I did think about a system restore if it was working before but if not the try the chkdsk Disk Check - Windows 7 Help Forums

I personally prefer Option 2 but that is your choice of course.

Everything else works fine, (BTW it's a Netbook) - I can add a new user if necessary from the command line or from the computer management console, so a repair install, to me, is a bit drastic.

It's just that it's bugging me that it's happening.

It could be that those accounts, the built-in and regular admin are corrupt, try that sfc cmd and if as you say the netbook has been out of service for awhile run that chkdsk before the sfc scan that ICiT2 suggested.

It wouldn't hurt to try some troubleshooters but if you can't do anything from within control panel using those two accounts you could try by using a cmd line and make sure it's an elevated one.

What version of 7 do you have? If it is pro, ultimate, or enterprise you can use computer management under users and groups. If it is home or home premium you can use the command line. How to Add Users from CMD: 8 Steps (with Pictures) - wikiHow

If your Win 7 is pro or ultimate, it may be that it has a restriction under Group policies (gpedit.msc).

First and MOST important get better!

I've added with both the commandline and Computer Management Snapin, which is why THIS buged me so much - I did mention that in the OP - thought I had.
I've gone through all the standard stuff, chk, sfc, removing admin account/re-adding etc and nothing worked. UNfortunately my registry backup program ERUNT - Yeah from WIn95 but still works a treat and has saved my butt many times, hasn't run since the beginning of last year or I could have gone back a few to see, even though I've NO idea when this started.
Soooooooo, I'll just use the Management Console - it's not as if I NEED that all the time.
