Controlling Win7 Pointer Action

This is probably a simple issue, but it has eluded me for several years.

What is the name of the Win7 feature that allows the pointer to automatically switch to something else without deliberate user action when it is temporarily or accidentally pointed at something other than the item of main interest?

I think it is called 'pointer hovering' or something similar.

How does one go about disabling this feature?

Thanks, in advance, for guidance or pointers to an appropriate tutorial.

Click on Start, got to control panel, select mouse then click on the pointers tab. Is that what you are trying to disable? The arrow chagning to one of those signs, I mean?
