Corrupt text / pop-ups

I've been having a problem lately with certain text/pop-ups being corrupt, such as this example of IE's download/run pop-up.

I've also noticed on some websites, the text isn't visible until I move my cursor over where it is, although this doesn't happen with many sites so it may just be a problem with them.

Helios Profile Editor also displays issues with the menus, as you can see, although again that may just be that program.

I use Antivir and have done a Malwarebytes Anti-Malware scan and also ran sfc /scannow. I've also checked that Segoe UI 9 is being used. I've found I have the same problem with both my HD6950 card and my onboard HD3200 IGP and whether I'm running in dual-screen or single-screen mode.

This doesn't appear viral, it appears to be a bad theme set up.
Have you tried just resetting to the default windows 7 theme?

Your problem seems to be of graphics in nature.

Did you notice this problem coming in only certain spot on the monitor? or at random places.

Try to update the display driver. Also go through all the display driver settings.

In the display driver settings, if there is a default settings button, try it.

Try to change the resolution of the screen. Also check the refresh rate frequency.
