could someone help me with an odd issue im getting with BSOD,

You are just getting some random black screen? Or some glitch? Or any notice balloon in the systrey?

What is the nature of the crash? let us know?

there are no sys tray notifications and yes they seem to be random as they mainly occur when videos or games are playing as well as when i switch between windows rapidly. there is not always a bsod but occaisionally there will be a short time after the black screen. as i stated before, first the display blacks, a couple seconds later the audio cuts out, then the i/o at the same time as the audio. it is not hibernate as that is turned off and right before it black screens, the display flickers with green vertical lines then blacks out.

First you check your power supply, if it is working properly after some time it is being used.

Clean the dust inside the computer very carefully, if there is any.

Heat is also very important. Use Speccy to monitor the system heat. Specially, try to monitor the heat just before that thing occurs. It may generating a high temperature.

kay ive been monitoring it for a lil bit now and the temps are not overheating at all, it even occurs while idling. i did a little more research and i found out that one method to fix it is to change the clock speeds of the ram and the gpu. im not 100% sure why this is supposed to fix it, but i believe that it has to do with the amd drivers not responding because they believe the card isnt pulling enough power when it is. ive monitored the psu and the 12v didnt drop below 11.8 the entire time i monitored it. the memory is good it passed 12 runs in mem test ( both single stick and both). i tried something suggested my microsoft support of adding time to the timeout registry section. nothing seems to have fixed it. if this thread still is giving help id appreciate it.

When you install different graphics drivers are you uninstalling the driver from the Control Panel > Programs and Features, then running Driver Sweeper to get rid of all traces of the old drivers?
Drivers - Clean Left over Files after Uninstalling
In #2 select 'AMD - Display' and remove them.
This should be done every time you install a new graphics driver.

Did you run memtest86+ to test your RAM?
The Windows memtest is not recommended.
RAM - Test with Memtest86+

Have you OverClocked anything?
If you have return to Optimized defaults.

What are your CPU temps?

everything was done like that, driver sweep,86+, cpu temps btwn 27 and 37, gpu temps at 41-55 (peaks at 80 in furmark but no crash), the cpuz i can post if i can get the pc to stay on long enough

The first crash could be caused by the graphics driver.

You should install some older graphics drivers, see if you can find a stable one.

Re-seat your graphics card, make sure the port is clean. Double check that all of the power cables are good and firmly connected, disconnect the cables, check them and re-connect.

Some 6850's are known to have issues with stability, the easiest way to check it is put yours into another system or put another known good graphics card into your system.
You might end up looking for a store with a good return policy, try a new card (not same model) and if it doesn't help return it.

Without more info the options are graphics card, motherboard, PSU, CPU, RAM.

memtest ran for 12 passes, i have reseated the card in both slots to no effect, i have updated and rollbacked the drivers and there seems to be no stable version. im trying something suggested by the microsoft website of changing the time needed to timeout (tdr issue). i dont have another pc to test the card in nor do i have another card to test.

kay this is everything that i got from grab all. the asrock drivers are up to date and i have tried both older and newer bios's as well as video card bios over mb. i reverted it back to the stock bios when there was no change. there are no asrock utilities installed

The best way to proceed is to run a different graphics card in your system or run your card in another system to confirm if the card is bad.

hmm i have looked for the ati driver without ccc but i havent been able to find one. if you could post a link to it if you know it id be more than willing to try. as for the wd lifegaurd, im running it now and ill edit the post with results

Hmm so with that option not available I guess I will have to find a way to recreate the issue in another PC :/ as soon as I find another PC to trlest it in. If you have any other suggestions I'm open to em.
