Counter-Strike 1.6 Fps Drop problem

What's up, I am hope your all doing great. Recently, my laptop have been acting strange. Whenever I play counter-strike 1.6, it would drop fps from 20-100. I never encounter this problem before I switched from Windows Vista Home Premium to Windows 7 Ultimate(Both 32-bit, I'm using Mac-book Pro). A few weeks after I installed the new OS, I face this problem. I Tried disabling System Restore Point, Cleaning up my registry, deleting my temp files and set the computer to best performance. I also scanned for virus using Kaspersky PURE but there wasn't any virus.Nothing worked, can anyone help me?

My system specs:
Windows 7 Ultimate 32-bit
2GB Ram
Nvidia GeForce 8600 MT
Direct X 11
Intel Core Duo T7500 @ 2.2Ghz

I have just refreshed my Windows Experience Index a couple of days ago, it seemed like my processor dropped it's rating from somewhere around 5.9 to 2.6 and my Memory(RAM) from somewhere around 5.9 to 4.6

Sounds like there is a power option that is turned on that should not be. Windows will drop the CPU speed to save power. Since the CPU is running at a lower speed it is creating a bottle neck for your ram causing the WEI score to drop. I have a Dell Dimension 8200 and when I upgraded the CPU to a Hyper-Treading CPU my memory score went from a 4.2 to a 3.3.

I already turned it from "Balance" to "High Performance", it's still slow. The problem started before I changed it.
