CPU change and now can't boot

I changed my CPU from an Athlon II x4 overclocked to 3.5GHz to a Phenom II x6 1090T and my computer will not past POST. When I turn on my PC, my motherboard displays a red light next, which is indicated DRAM_LED. I did remove the overclock and reset the voltages and RAM clock, but it seems the board keeps rebooting to display this red light.
I have listed my specs if anyone needs more information.
Is 650w enough for a 6950, 8GB's RAM and a Phenom 1090T? I hope so

Make sure your current bios supports the new cpu. The motherboard may be compatible but if the cpu was released some time after the mobo then a bios update maybe needed

My BIOS has been updated to support this CPU.

It won't be power related, as even an under powered psu will get past boot, as nothings under load.

Plus my intel rig has a 6950 2gb and 8gb ram on a 650w psu

Hi,

A few simple things:

Power cable firmly clipped in to mobo? Is the CPU shown in the BIOS? Did you update to BIOS version Version 2301?

I have BIOS 1702 but I've seen someone run this CPU on the a BIOS from last year. The first 2 updates where for CPU compatibility, and if you check the list my CPU is compatible.

By browsing down to your CPU, I followed the link to the BIOS version I mentioned.

Is it powered up at all? Fan turning?

Yes, all the fans are on as usual.

You might try reflashing the BIOS with a fresh download, sometimes they get corrupted and don't install correctly.

You mean the 8-pin connector or the paste? I put a pea sized drop, I heard it's better for the cooler to spread it. And I have a 4-pin connector connected, should I connect the other one? Or is that dangerous?

How would too much thermal compound prevent passing POST? And should I connect the other 4-pin CPU connector? (I already have 1 put in)

Thermal paste should be a rice-grain size, pea size is enough for 4 CPUs. If there is an 8-pin connector near the CPU socket, both need to be connected.

I have heard of issues of non-post because the heatsink was tightened to much and warped the motherboard.

I tried pretty much everything now. I loosened the cooler, tried it with 1 4-pin CPU connector, tried it with 2x4-pin CPU connector, and I read that my mouse can prevent boot so I disconnected that but it still won't past POST.
