CPU Speed Query

Ok, first of all it's on XP Pro x86 (i know this is a win 7 forum, sorry)

I've just upgraded my mums PC with a AMDAthlon II X2 250 (3GHz) & 4GB of ram etc....

but just as i was leaving, i noticed the CPU speed as 1.8GHz

is this right and is it to do with the 2 cores?
