Solved CPU usage goes up for severely for every little thing

Hi, I'm suffering a problem with my computer, the CPU is getting used up for every little thing, far beyond what it is suppose to. Example: A year ago, when i got the computer, it could run Paint dot Net with 5-10 cpu usage, NOW it goes to 40-80 cpu usage,and YESTERDAY it was 40-60, so it's getting worse rapidly and i'm out of ideas. This problem is not just for Paint, it's for every thing even moving windows across the screen. BUT the CPU usage isn't high all the time, it rests at 0-5 when idle(I'm not doing anything)

Stuff:
Windows 7 home premium 64 bit
AMD Phenom II X4 945, 8.0 GB Ram, Nvidia Geforce gtx 550 ti, Running on High Performance Power setting(problem is worse on Balanced)

Random Possibly Relevant stuff:
My computer is 100% capable of running Directx 10-11, (I know cause my brother has 100% identical computer except he has a WORSE graphics card, and he runs BF3 perfectly), BUT my computer can't run Directx 10-11, for some unknown reason(10 fps), but is should, and it runs DX 9 perfectly, and sometimes within the last 60 days, i have had random sessions of low FPS in games, which goes away when i restart the computer, I HAVE run 3 AVG Full Scans on My computer and has come back with nothing, the virus vault is empty, malwarebytes anti-malware has come back with nothing, ran Scan disk and nothing, defragged,BUT only odd thing about the defrag, was that i can't defrag some files, and they all say system volume information, and after research, ive found out that that has something to do with restore points.

Any help, will be appreciated.

WOW, I can't believe i forgot about that, I tried a system restore point, and now everythings working fine! THANKS, that was an easy solution. But now i feel like stupid for not doing that, before i made the post. lol But yeah, you just saved my butt big time, thank you.
