CRASH-Flickering Screen of Death

My desktop computer freezes with a flickering screen shown in attachment, failed to startup properly after because it freezes during boot, using windows 8.1 fresh install in fresh HDD.

Please help me resolve this issue, tell me if I should include crash dump or sth like that
Additional info: Audio o/p freezes as well giving out weird static noise

If you're not getting BSODs there will be no crash dumps to analyse, and you'd be better off posting here Windows 8 Forums
