Making a complete theme is very time-consuming you can easily have 200+ images to edit plus changing text colors and some fill colors.
I would suggest that you purchase Ave's Windows7 Style Builder it is only about $23.50 US and after you purchase it you will be able to join their form where there are tutorials and maps to show where the locations are at, with plenty of people to help you through it, I know because I am a member there and use Windows Style Builder.
