Create a domain user with restrictive settings. Then make the profile a mandatory roaming profile.

Perhaps I don't understand what you are needing. But, when you do an install, your account is owner/Admin account. Give yourself a strong password. In your user profiles there should be a Guest account, which is probably turned off. Go to user profiles and turn it on making sure it is a user profile, which it should be by default. Than anyone who uses your computer can use the guest profile. Or you can set up another profile giving it whatever name you want, just make sure it is a user account and not another Admin account.

Sorry i was just figuring out what i was asking to. But now i have it. we have loaner laptops at work and are trying to set them up so that all the profiles dont stay on the computer. Is a roaming profile the best way to go. If so is there a way to make it so that whenever someone logs onto these laptops there account is auto roaming.
