There are a number of configurable UAC settings. It is possible to:

• Require administrators to re-enter their password for heightened security;
• Require the user to press Ctrl+Alt+Del as part of the authentication process for heightened security;
• Disable Admin Approval Mode (UAC prompts for administrators) entirely;

By modifying the security policies (secpol.msc) I guess.
Now I'm at work so I don't have W7 on this PC but I'm pretty sure it's done via secpol.msc (as it's the way I forced the password requiral also for administrators when UAC is triggered).

Found it!

It took a lot of searching for me to find this, but when I did, I had to come back here and update this thread. This was one of the first pages I found during my search with someone asking the same question as I was, but with no answers and a lot of dead ends...very frustrating. Anyway here it is:

Create the key (if it doesn't already exist)

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\CredUI

There, create the DWORD

EnableSecureCredentialPrompting

set the DWORD value to 1.

Done. No need to reebot.
