cumulative security update for internet explorer 11 for windows 7

I contacted MS tech support Wednesday and the support tech was unable to resolve the issue after deleting my update logs and running some utility software. The case was escalated Yesterday, the level two tech indicated that some services were corrupted and just initiated a repair install. I just completed the repair install with all the updates and the issue is still not resolved. My update that keeps failing is also called cumulative security update for internet explorer 11 for windows 7 64-bit (KB3038314)

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file
