I started out with https://www.gimp.org/downloads/ it's free and it's not too hard to use there's a lot of tutorials on the Internet.
There's also Paint.NET - Free Software for Digital Photo Editing that is free.
I now use Photoshop I also have CorelDRAW X6.

Photoshop costs money. If you want something free try Gimp or Paint.Net. Paint.net is simpler for beginners.

Well I'm uploading a file that is 979x387 but every time I upload it shrinks, and it's 170kb.

And it does say here on the site that whichever is smaller. I don't understand it.
