If you want an avatar to show a transparent background, size it too 99x99 pixels and make it with a transparency. Then it will display with the transparent background. Also animated gifs need to be 99x99 too.

Gary pal it's 100 x 100 pixels or 100.0 KB (whichever is smaller) static or animated, and it must be a .gif or .png file to maintain its transparency

Yup, but if your transparent gif or png is 100x100, it won't have transparency when applied.
