d2d1.dll error on startup and installing files

Hello, im getting a d2d1.dll error every time I start up my windows and when installing new programs. I've tried re-installing the .dll by replacing the file with a new version using my microsoft installation cd to no avail and have tried the sfcscan once and nothing has worked. Any help will be deeply appreciated!!
