can someone tell me how this is possible?

ddr3 1600 mhx showing as 1066mhz
can someone tell me how this is possible?
It's showing up as 1066 because that's its current frequency. If you want to run it faster, then you'll have to tell your board to run it faster.

Memory is rated, not set at a certain speed... so your ram can operate as high as 800MHz (1600MHz DDR), at certain timings, at a certain voltage without issue, and it can also run at lower speeds, which is good, because boards don't default to 1600MHz.

Go into your bios and change the Setting to a 1:4 ratio. My board only supports 1600mhz through OC. I leave mine set to 1333 since I OC my cpu anyway and that brings it to 1620, but if I were to run everything on stock clocks, to get that 1600mhz I'd need to run the ratio for the ram at 1:4.

Anyhow, here we go. This is taken from one of the magazines I bought to read whilst I was away (see the section in RED):

When installing new memory, you'll typically have to enter the BIOS to set the correct frequency and timings - this doesn't mean that your new memory is faulty. All memory modules have a small EEPROM chip that houses the serial presence detect (SPD) data. This SPD data includes information such as the speed and latencies of the kit, and it's this data that the motherboard reads during the boot process.

However, as memory controllers aren't compatible with settings outside those of the JEDEC spec, memory manufacturers add a second, fail-safe set of SPD settings to their modules to ensure compatibility. The fail-safe settings adhere exactly to a typically very conservative JEDEC spec - 1,066MHz or similar - even if the module is rated at 1,600MHz.
