I have a Dell here, a 1764, win7, i7. the screen had issues like distortion and blinking on and off. under keyboard bezel, the wire harness for the lcd connection is visible. I could bend the wire, and make the screen issue happen. I ordered a new harness, and installed it. there are only 4 connections; back of lcd, one to lid, one to mainboard, and one to the chassis, I presume ground. once all done, I put the battery back in, plug in the AC, hit the power button, and the indicator lights just blink blue a couple time, and nothing happens. It worked before I replaced the harness, and could be seen on a external monitor fine, just had screen issues. why no power now? I didn't work on anything under the keyboard.

Hi Clark Kent,

An unplugged LCD cable should not lead to a 'no power' situation. I am still unsure about the cable connections that you've described in your 'original post'.

It appears to be a loose 'power button cable' (underneath the power button panel). Please refer to the images below to ensure that this cable is properly connected (Check the latches):

Also refer to the following images to check the status of 'LCD cable connections' in your notebook. Also reply with more precise details about the connections.

You may also refer to the 'Service Manual' of 'Inspiron 1764': ftp://ftp.dell.com/Manuals/all-products/esuprt_laptop/esuprt_inspiron_laptop/inspiron-1764_service%20manual_en-us.pdf

Hope this helps. Do reply with the findings; would be glad to assist.
