Dell 490 BIOS & Win 7 Pro not seeing 2nd Xeon. SiSoft shows it.

I have the exact same problem others have posted here with no solutions listed...

Issue:
Upgraded to Win7 Pro x64 from Home Premium x64 (Anytime Upgrade online), specifically to add second physical processor...

Used MSCONFIG and EasyBCD 2.2 to "force" Windows to look for more cores... nada!

Mobo BIOS will not "see" second processor, at all. Only recognizes one in either socket.

Dell docs and forums insist it is dual-socket supported in "Pro" and "Ultimate" versions of Windows.

Replaced mobo and running latest Dell BIOS (A08) to no avail...

Two tubes of thermal paste and two mobo's later and I'm outta patience.

Suggestions??

I have 16GB installed. 2x4GB and 4X2GB in matched sets across 6 sockets...
BIOS and task manager sees it all...

Nowhere have I seen anything about installing RAM specifically for a CPU.
Happy to learn.

The sockets next to the CPU must be populated, so in that case you should put one set of RAM next to one CPU and the other next to the other CPU so it works. So dual channel would be the two slots next to each CPU. If you have it set wrong only one CPU will run. (if it was a one CPU system it would not boot).

I am sure it is something like this, I worked where we had some of these and it does not mention squat about it in the manual but each CPU needs ram. It may even be 1 to 4 is one CPU and 5 to 8 is the other CPU. You probably need the same memory for both. So if CPU1 gets 4GB CPU2 needs 4GB too. Honestly we were glad when multiple core CPU's came out as these issues went away. Simply adding a couple of sticks of RAM can cause a CPU to go walkabout and even some of the memory not to be seen.

I see how this could cause issues with these older mobos and chipsets.
However, a conundrum still exists b/c my other 490 has 4GB - 2x2GB sticks in sockets 1 + 2, not 5 or 8, and booted both processors on the first install.
That machine is not my prime choice, as the one I'm troubleshooting is outfitted with ultra quiet fans and sound deadening fabric for use in my studio.
Mine barely makes a sound and cores are at 35-40C when full tilt.
The other one is at an office workstation.

I am going to pull the RAM and install one pair at a time in the opposite channels sockets for "giggles", as you say.
