My brother got this Dell Latitude D430 for me, as well as another laptop, a Thinkpad T40. He activated and authenticated both laptops prior to visiting me. This laptop, the Dell Latitude, has been saying that Windows is not genuine. This is the only installation of Windows 7 Professional. My other laptop is running XP. Here is the diagnostic report:

Your installation is counterfeit - Windows has detected the use of a hacker's Activation Exploit.
The machine was built in 2007 - two years before Windows 7 was released - but claims to have a Windows7 SLIC table, which simply isn't possible.

Is there a COA sticker on the case? For which version and edition of Windows is it valid?
You need to reformat and reinstall - preferably using the manufacturer's proper Recovery media for the machine (which will probably be Vista Home Premium)

As noted above your brother install counterfeit versions of windows, more then likely on both systems. All dell computer do not need any activation if you use a dell branded os install disc or media of some type to install the os. Not sure about how Lenovo computer work.

@edwar
You are misinformed.
ALL installations of Windows require activation - including Dell.
The activation of pre-installed Windows from large manufacturers occurs using the BIOS SLIC table, the manufacturer's OEM_SLP Key, and licenses built in to the OS itself. If any of those are missing, then activation fails, and alternative means - the COA Key - must be used to activate.

This machine is too old to support ANY Windows 7 OEM_SLP Key, be it from Dell, Lenovo, or anyone else.

The original installation was for Windows Vista. He reformatted it to Win 7 Pro.

Unless he actually purchased a license for Windows 7, then the machine is only legally licensed for Vista - and you will have to reinstall that.
