Desktop.ini on my desktop

HI: A couple of days ago my computer would not shut down. I tried ctrl-alt-del, alt+F4 and window key-release-rt arrow-enter and it didn't help. At a last resort had to press the power button on computer and it did finally shut down.
It started up into safe mode and was waiting for an option, so I highlighted normal or regular start. The desktop appeared but with two icons of desktop.ini. When opened up in notepad, this is what they read:

Scanned both desktop.ini icons on desktop with Avast, MBAM pro and SAS and all were OK.
I don't even have Norton installed on my PC. (where would that have come from?)
Could you please tell me what all this means and why because of a bad shutdown this appeared? Can they safely be deleted?
Is there a recommended way to force a shutdown?

There's nothing wrong with showing hidden or system files if you know what you're doing. Those are the first things I "fix" on a new Windows installation. Despite showing hidden/system files, I normally don't see desktop.ini on my desktop. It recently appeared for me when I updated NVIDIA drivers, but you can just delete it.
