Desktop is completely disabled (or not running?)

I'm not sure what happened, but my Desktop appears completely disabled.

There are no icons and right-click doesn't respond. So no, I can't just right click and select "Show Desktop Icons".

Tried:
Launching explorer.exe, but no change occurred.
Booted into Safe Mode, same behavior.
Changing Themes, no change (except theme changes)

Icons / Files are present on the Desktop folder. If I navigate to it through Explorer, I see all the content I expect to be there.

Any ideas what might have caused the Desktop to be disabled?

Have you contacted your IT Department with this problem?
Where did you get your copy of Enterprise?

Go to Control Panel\All Control Panel Items\Administrative Tools\Services and make sure the Desktop Window Manager Session Manager service is running and set to automatic start.

It's a corporate laptop. Corporate IT department's solution is to reimage. I'm a remote employee. The problem doesn't bother me enough to go a couple of days without it.

Go to Control Panel\All Control Panel Items\Administrative Tools\Services and make sure the Desktop Window Manager Session Manager service is running and set to automatic start.

That's the one I forgot to add to the list. It was already running and set to Automatic. I restarted it anyway, no change.

Your IT Department is in charge of that computer I recommend following their instructions.
