Desktop Window Manager / Graphics Issues

Hey guys so I've scoured the internet for the past few days trying to fix this problem by myself but to no avail.

So I did a clean reinstall of Windows 7 Professional 64. I got some nasty malware and had to nuke everything and start from scratch.

The clean reinstall went fine except for 2 things:
Desktop Window Manager / Aero has stopped working on start up.
I don't think my graphics card is being used because when I move windows or maximize, there is a split second trail that is left behind (merely annoying, but an issue nonetheless that did not happen before).

I have uninstalled / reinstalled drivers, sfc /scannow, chkdsk /r, net stop / start uxsms, basically almost everything under the sun besides another clean install.

I probably fked something up while installing drivers or it might be my version of windows.
