Device error 28

Its been a while since I have poked around the forums, so to all the old school members its nice to be back.

But down to my question, I have a computer I am working on that is getting error 28 on the usb hubs.
Windows updates is not picking them up
We have tried installing device drivers
We have also tried a few other things

Does anyone have any solution or idea on what can help fix this?

We ended up doing a system restore, and that fixed it. But thank you lorddenis.
