Webcam Central is the software, you will still need the driver for the webcam. is this a USB camera? When you plug it in you should be prompted in the notification area of a hardware change and have the option to install the driver.

I'm not sure if this will work, but right-click your computer in Device Manager (the trunk of the tree at the very, very top) and choose "Scan for hardware changes".

Failing this, you could try this: open the Devices and Printers control panel and click "Add a device" located on the toolbar.

If all else fails, you may need to do a system restore to a date before you uninstalled that webcam driver.

Type system restore on the Start Menu search bar. Open System Restore and choose a date before you uninstalled that webcam driver.

You may also use a trial software such as Driver Magician to search and download the correct driver for the webcam to try and get it working again.
