Did Process For Changing Window Colors Change?

May sound like a DUMB question, but I could have sworn when I first installed Windows 7 it was easy to customize the Window Colors.
I thought I could click on
1: Control Panel
2. Appear and Personalization
3. Change Theme
4. Then Window Color

What I mean is now when I click on Window Color, I get a ton of options to change desktop, inactive windows, etc.

I thought there was just a way to change the Window colors with ease-one click.
