You may think of WAIK as a tool to make WinPE disk.

To elaborate my personal encounter with WAIK and WinPE, alongwith Acronis True Image Home 2011, I also purchased the plus pack that comes with the Acronis Recovery Plug-in. One is required to download the WAIK for Vista or Windows 7 to be able to create the WinPE disk. In this instance an Acronis supplied wizard, guides one to create the WinPE Acronis Recovery disk ISO.

The brief description given by Microsoft for WAIK - Windows 7 : The Windows® Automated Installation Kit (AIK) for Windows® 7 helps you to install, customize, and deploy the Microsoft Windows® 7 and Windows Server® 2008 R2 family of operating systems.
