Is there any such program?
My keyboard doesn't have a numpad, I wonder if there's a program that'd "lure" the computer to think my keyboard does have a numpad so I can keybind my mouse to numpad buttons to make macros etc.

You could try AutoHotkey Send command. It won't catch hotkeys that don't exist on the keyboard. But mouse hotkeys triggering something like "Send, {Numpad5}" may work. See Send command and "hotkey" in the help.

It's not enough to think it. You have to type it in for me to read it.
