Well there's been a major Direct X release with previous releases of Windows, but I've not seen any talk of 12 being released with Windows 8 so far.

Not anytime soon maybe in a couple years.When most or all games are being made in dx11 then they might start developing dx12.As of now there's is no announcements or any signs of this being made. As of now very little games even use dx11 and most don't even use it to it's full potential yet.Proably when the new consoles come out and have a couple years out.

Most games are being devoloped on DX9 due to consoles aren't they? Then some DX10/11 feartures added to the PC ports?

The only true DX11 games are those that are devoloped exclusively for the PC, and those are very few.
I agree, its going to be a while yet.
