I tried installing DirectX SDK (November 2008), but it seems that Windows 7 build 7000 already comes with it. When I try to uninstall it, it says (picture on bottom). This is with no programs running at all. What process uses this .dll?

Try installing it in safe mode.

You can also type "msconfig" and see what might be running at start up.
