I have the same thing but I assumed it was telling me my Card is DX10 and the OS is DX11.

Showing the same on my system. What I think that it is showing is the DX capability of your graphics card (DX10) and the DX support in your system (DX11). I have just had a look through the
System32 folder and, at first, couldn't find a mention of
11 . However, another look has revealed this file, and I think that this is what is being reported:

Yeah same here3, dx9.0c or better with my old radeon 9600SE, but dxdiag obviously shows 11.
