Solved Disable software restrictions

Hi Everyone,
I would like to know how you can disable software restrictions on a Dell laptop that cannot install software, has internet filters, and how you can re-enable it in the easiest way possible. If it requires another computer I can do that.

The first question is Who placed these restrictions on the system, as they are the best people to remove them.

As a forum we cannot assist in removing limitations imposed by the legitimate owner of the system, EGg. an employer or parent
