Disable Windows 8 network auto device discovery

Hi all, 1st post here!

Windows 8.1, when on home or work (non-public) network setting, loves to sniff out any new computer or device added to the network. This is making me crazy. Anyone aware of a setting that tells Windows 8 to NOT sniff out any new added networked device? I mean, without telling Windows 8 it's on a public network, which then breaks it from working with devices that I've previously manually setup.
