Disabled system icons

Dear forum people,

Recently I have encountered this problem of having my Volume, Network, and Action Centre icons to become permanently disabled (the behaviour function is not on). I have tried probably all of the tutorials suggested here (various registry tweaks, icon cache rebuild, group policy editor options, CC Cleaner, etc.) except for system restore, which, if possible, I would like to avoid. But maybe anyone still have any suggestions of possible causes for such weird disappearance of icons?

Another thing I have noticed is that when I restart the explorer, power icon (the only icon that seems to function normally) takes some seconds to appear in the notification area. You think this problem could be related to the timeout issue that has to do with Shell32 file?
