Try setting the memory manually, and leave the CPU how you want it.

Hi.

In your BIOS there should be a tab called "Extreme Tweaker", enter it.
On that tab there should be "AI Overclock Tuner" set to "XMP"
and if you scroll down to "CPU Core Ratio" and set it to "Sync All Cores"
and just below you should see "1-Core Ratio Limit" and set it to "Auto".

And now you should have no OC enabled.

Cheers, Boris :)

An XMP profile is used to change your memory speed, it has nothing to do with your cpu clock.

The 4790`s base clock is 3.6 GHz and Turbos up to 4.0 GHz, and clocks down below 3.6 GHz when not needed to, it`s designed to do this.

Are you saying you do not want it to Turbo up to 4.0 GHz ?

That would be foolish.

But if that is what you want to do, then just disable the Turbo in the bios or set the cpu speed to manual and put in the highest speed you want it to go to.

As Boris has said, just set it to Sync all cores and set the speed to 36 and hit enter, all the cores will now max out at 3.6 GHz

But I see no reason to do this, your CPU is designed to Turbo up to 4.0 GHz, the best thing you can do is to Sync all cores to 4.0 as it`s not set to do this out of the box and you will never see the full potential of your cpu.

I had a Sabertooth Z87 and a 4790K, that thing Rocked, never gave me a problem :)
