disappearing wallpaper

I bought a new laptop. Not sure if it did this from the begining or not. Everytime I reboot my windows 7 wallpaper switches to soild black or whatever color I had it set to. It was acting like it would not save the wallpaper. I'm using the windows 7 wallpaper that comes on windows 7. This drove me crazy. I went threw msconfig and finally got it figured out. The windows event log service is whats causing this. When disabled my wallpaper stays no matter what I do.
Is this going to mess anything up? Is there a way to fix the event log service?

Is Windows Genuine?

Any other messages or just a black background?

WAT can wipe wallpaper w/black screen if flagged as Non-genuine. But there should be a message.

Yes its genuine came from best buy brand new never open. No other messages just a solid color for a wallpaper.
