Discolored Dots?

I do not know if it is my card causing this, or if it is win7. Most of the time its not noticeable, but little red and blue dots appear on my desktop sometimes. Also when I have my 32" TV hooked up through the HDMI it gets really bad. All of my computer components are in my profile. I am also having problems with some games. Using 64-bit.

Sounds like graphics card corruption from blown or leaky capacitors to me. Install the latest driver and/or visually inspect to be sure. They should be clean looking with no funky brown substance. Flat and not rounded tops. They are easily replaced if needed. Get low esr type, matching current specs.
