Short clarification:

OP first posted about CTRL + ALT + DEL acting wrong, not doing the default task associated with this key combo. As the thread advanced we noticed OP has a bunch of other issues which IMO could get better response here.

Honestly, I couldn't make much out of the video here.

The other thread seemed to have more leads, and so I have posted my views in the other thread.

I feel that it is a hardware problem, that requires indulgence in a professional setup.
