Disk Space is showing very little

My OS is Windows 7 Home premium( genuine)
Acer Desktop
Processor: AMD 64 3800+ 2.4GHz
RAM :3.00GB(2.75 usable)
System type: 32 -bit OS

Local Disk C: has 250GB
It is showing 180GB free and 70 used.

The Other Disk has 214 GB memory but
showing only 396 MB space.

I did all the tricks of disk cleanup, fragmentation, diskchk, configuring etc.
But no improvement in diskspace.
In fact, I have not stored any data in this partition.
It shows 5 folders
Recycling bin
scluri-pc
system volume information
windowsimagebackup
Mediaidbin

When I right click on the properties of these foldes, these show 0-4 bytes spcae only!

Can some one suggest ways to show the real disk space?
I am looking for help from the learned fro this forum.
