Do I need to format DVDs?

Whenever I put a DVD RW into my DVD drive Windows wants to format it. I thought DVDS didn't need formatting? It doesn't happen with all DVDs Packard Bell seem to be the biggest culprits

Its because CD/DVD burning is enabled in Windows. Whenever a disc is inserted it wants to format it as it assumes you are going to copy data to it. If you don't use the Windows burning turn that option off.
