Do not read external hard drive

Hi,
My laptop does not read my new external hard disk drive using USB connection.
The sign "Safely remove hardware and eject media" is there. But the icon of the hard drive doesn't appear in the "Computer".
What could be the cause and what should I do?
Please help.
