Any clues?

When I do a restart, I'm getting this message.

My PC has slowed down to the point where entering Keystrokes can be painful.

I think my PC has been Hacked again or infected.

NOTE If I ignore the message and hit Enter the PC loads Windows and runs but at the speed described above.

Hopefully, some forum member has seen it and knows about a fix.

There is a boot fault it could just be a error or sign of failing hard drive try fixing the error Fix Boot Problems
The get the disk makers disk test from their website and test the disk

What happened before? How was it 'hacked or infected' before?
It may offer some clues...

I can understand, the love for Windows 7.... I had it for many years, myself.
But it may be time for an upgrade. Eh?

I notice that you're running the 32 bit version of Windows 7. Is that because you have only a 32 bit CPU?

If that's the case, there is hope! Some time ago, I upgraded all my Windows 7 PC's to Windows 10/Pro/32. The ISO for that version of Win-10 is readily available from multiple, reliable, sources. It's even available in a LITE version, which is great for older and less powerful PC's.
I even have it running on an Acer One Netbook, that only has 1.5GB of ram. I've picked up some performance by replacing the old HD, with a new Crucial 120 GB SSD.

So, the point of my story is that, you DO have Options.

32? All my PC's are 64 capable and I only have 64 Bit Media?

I'm at a loss.
64 Bit Hardware, 64 Bit Software, how could 32 Bit whatever have creeped in? How or where did you notice 32 Bit?

Regarding OPTIONS, you are correct, and I'd sort of like to select them and have them stay as I set them.
Why this happened I have no idea. I get the Screen Warning and hit Enter, Things work as normal after that.
Might it still be the Ransomware Novice that Hacked my PC and did not provide any way to get back to him to pay the Ransom?

You got ransomware? In that case you should wipe your hard drive and start over. That's the safest way to recover. I hope you have a backup. Did you follow the steps provided by samuria?
