Does SCSI need a device to be powered on boot to see it?

I use an external Tandberg LTO4 tape drive for backups, but unless it's powered on at boot the PC will not "see" it. I guess I am asking if SCSI is "plug and play"? The problem is the tape drive has a noisy fan and consumes quite a few Watts, and i already have had to re-cap the SMPS inside it because it probably spent years idle, but powered up when relatively new. Is there a way of forcing the internal Adaptec SCSI card to look for an added device post boot? Thanks.

To answer your first question, a SCSI miniport can be Plug and Play compatible.
If it did support Plug and Play, then it would show up in the Windows registry, here.
