Dos Format

The laptop that im working on keeps shutting down during windows 7 installation during the "Expanding Windows Files" screen. I suspect it may be due to the harddrive originally having Windows Vista installed. I'd like to perform a full DOS format. How can i achieve this?

Try a full clean & full format in command prompt.

1) Boot DVD, & Press Shift+F10 (for command prompt)

Type in command line
DISKPART
LIST DISK OR List Volume (If you have partitions)
SELECT DISK # (win HD)
CLEAN ALL
CREATE PARTITION PRIMARY
SELECT PARTITION 1
ACTIVE
FORMAT fs=NTFS
ASSIGN
EXIT
EXIT

There's no need to go through all that. You can delete the partition, create a new one and format it during the 7 installation. It's as complete of a format as you're going to get with DOS.
