Solved dot net framework won't install

I'm putting together a new build, sort of a Frankenstein with some new parts and many old that I had laying around. I have linux on an nvme that windows can't see, dual booting with windows 7 through grub on the nvme. That all works fine. Finally got USB drivers installed (not so easy with no mouse) but I got it done.
In the process of installing some software it seems I need more than .net 4. Trying to run the stand alone installer for .net 4.8, I get this error ...

Final Result: Installation failed with error code: (0x800B0109), "A certificate chain processed,
"A certificate chain processed, but terminated in a root certificate which is not trusted by the trust provider"

Mobo is Asus Prime B450M Aii ... CPU Ryzen5 1400 ... Video GeForce GT 710 ... W7 is on a Samsung 870 EVO 500G. I don't know what other info you neeed. How do I get this .net framework installed. I have other Windows 7 builds that I don't recall having this problem with.

Thanks guys, I did finally get this to work. Maybe this will help someone else. First I installed 4.5.2. I thought I had tried it and it failed but maybe I only thought I had tried it. Easy to get confused about what I've already tried sometimes. Anyway, 4.5.2 worked. Then I tried 4.6, no go. I had to install a trusted certificate. Then it worked. Then I tried 4.7.1, no go. Another certificate was needed. Then 4.7.1 worked. After that 4.8 worked.
I think I had to go in sequence with the major revisions (4.5, 4.6, 4.7, then 4.8) then add certificates as needed. Anyway that's what I did to get it installed.

If need to activate, to add new apps, to upgrade net4.8, , ,
you have to update hotfixes first.

Minimum five hotfixes (to be ok to activate, to upgrade net4.8, , ,)

After install the first two, have to re-start computer to continue next three. Otherwise, error/red warning on screen during my PC install.

Then I tried 4.6, no go. I had to install a trusted certificate. Then it worked.

Installed Win7 x64 SP1 on VM just for testing purposes.
Tried to install this PDF virtual printer:

GitHub - clawsoftware/clawPDF: Open Source Virtual (Network) Printer for Windows that allows you to create PDFs, OCR text, and print images, with advanced features usually available only in enterprise solutions.

But it requires .NET 4.6.x and I cannot install it due to certificates issue.
Is there a way to just install an up to date certificate package?

PS.
I want to test sharing that virtual printer over virtual network and try to print from Linux host. So hope a full win7 guest system update is not needed.

I solved by installing this:

Windows6.1-KB3033929-x64.msu

.NET 4.6.x now installed without any issue.

Anyway something related to certificates still not working.
I've installed "wget" for windows and it returns to use --no-check-certificate anytime an https download is tried.
If system certificates were properly installed wget should work also wit secure links... On linux it does.

I have had to re-install W7 several times since I got this .net stuff to work. That machine is a total mess, hangs after needed updates so it doesn't have .net 4.8 anymore. I think when I tried to install 4474419-v3 and it hung that was the start of my problems. I'm going to try and upload a folder containing my notes and some files I used to fix the .net problem. I am at my wits end with this machine. I have tried so many things that my own notes don't make complete sense to me anymore. Check out the readme in the folder and the link and see if you can make any sense of it. I made a test install of W10 on that machine and it went without a hitch. I am going to give up on this soon.
